Pemain akan menjelajahi tempat kelahiran revolusi teknologi sebagai Marcus Holloway, seorang peretas muda brilian yang telah menjadi korban algoritma prediktif ctOS 2.0 dan dituduh melakukan kejahatan yang tidak dilakukannya. Dalam upaya Marcus untuk menutup ctOS 2.0 selamanya, peretasan adalah senjata pamungkas, dan pemain tidak hanya dapat meretas infrastruktur kota tetapi juga setiap orang dan perangkat terhubung apa pun yang mereka miliki untuk memicu rangkaian peristiwa yang tidak terduga.
Dengan kemampuan untuk mengendalikan drone, mobil, derek, robot keamanan, dan banyak lagi yang mereka miliki, pemain dapat memilih apakah akan menggunakan peretasan diam-diam untuk menyelesaikan misi tanpa membunuh satu musuh pun atau menggunakan senjata api untuk pendekatan yang lebih ganas.
